I have problem with changing the background in windows 10 mobile
Before I upgrade to windows 10 mobile
I have sit the a background in wp8.1 after the upgrade I can't change the background every time I select a new background it isn't change and keep the old backgroud

Tell us what phone you are using, so someone can help you. Every phone seems to be acting differently.
I can change the background on my L520, but the background image is shifted over about half a column.
Goto settings>personalization>start, select browse for image under background.
Did you remember to click the check mark to save the background?

Go to onedrive and try to change it from there.

I had to hard reset my L1520 and set it up without restoring a backup, before the new background picture stuck. Now it works fine.

Open the Photo's application, browse for the image you want and select it.
Click the ... and then choose Set as Wallpaper.

I'm using a Lumia 930 and I cannot change my background using the Personalization settings (10166)
