Why aren't I seeing the available update on my Lumia 925?

Lumia 925 not seeing Available Update

Finally decided to take a look at Windows 10. Was on insider for 8.1, then went back to Tmobile when they rolled out the new stuff, enabled Insider again today to check out 10.

I went through several reboots, am on 8.1 Update 2, enabled the Insider Windows 10 Slow Track, but the phone is not seeing any available updates. Am I missing something?

I've gone through to try and enable the Windows Preview again and again. I authorize the slow track, phone reboots, but no updates are available. Should this be working for me?

You know, I just had a thought. The phone doesn't have an active SIM card in it. Maybe this is the problem. (Not currently connected to a carrier). I'll try another sim card.

EDIT: That wasn't the case. Still won't install 10.
