Text to speech without Cortana

Because I am in a non-Cortana region I no longer have text to speech. It use to work pre-cortana days with the male voice. Does anyone know how to bring this function back without Cortana on Win 10 mobile?

If you check under "Settings> Time & Language" check under region and languages. Windows 10 mobile supports numerous languages and dialects hard on your region. Hope this helps.
