missing glace settings on windows 10 mobile

For the past two windows 10 mobile insider builds we had to roll back to wp8.1 and then upgrade to w10m. I noticed that just after the upgrade glance settings are available, but they disappear after a hard reset. I've tried the sysapp pusher app but that doesn't work. Why are the settings missing on w10m? Any idea? And any way to get the settings back?

I am having the same issue. Never had an issue on any of the other builds.
