Don't know about low - mid devices, I've had no end of grief on my 930. Live tile stops and no notifications of parcels / flights. Yet responding to, and having texts read worked flawlessly. Even dictating via band was ok. Now, on .71, the live tile works 80% of the time.

.71 Cortana still responds slower than 8.1 on my L930. Slow on my 532 and 1020. Have not had any luck with my 640 either. Live Tile works about 20% of the time. Pity considering they just localized cortana here.

Ok, I first tryed Cortana calling her with earphone key long press during music streaming.
Music stops, 4 secs silence, then talked. Nice... on prev build she needed 10 or more.
She understood my command and dictation naturally speaking, not so fast as 8.1, and then resumed music.
That's one step foward .65 where she failed half the time

    Italy, Italian, Lumia 520
