It's usually best to take a look at the Windows Blog for the full details of each insider build (or the articles on Windows Central)

Sounds redundant.
That simply means all Windows capable devices will have 10 available officially from Microsoft.
At any rate this is the companies plan today.

I read Gabe's tweets on the matter yesterday. To summarize, a phone can't get on the Redstone branch unless it is already on the production Threshold branch. As 8.1 devices still can only get 10 via Insider, there is no production branch yet.

To further summarize, Redstone will be made available to older phones once they have an official Windows 10 released for them.
