I was updating from 14393.189 to 14393.221 and during the stage where we have moving data of step x to y, the navigation bar was visible at the bottom. I use a lumia 540 and the navigation appear is on screen

I can't remember seeing that before where during an update the navigation bar appears in the process of the update. Should it be there? What if someone accidentally presses the back or windows button? Is this a bug or that's the way it has been? And is the navigation bar functional or null? I didn't want to try doing anything since I didn't want to upset the update process

I saw the navi bar on the bottom during the migration stage on my 640. Not sure if it was there in prior updates, but it was for this one.
