He has 930. All devices with a 5+ inches display may have two large tiles or four medium tiles in the same row.

No, if you enable show more tiles on 930 you'll get only three medium tiles or one wide + one medium, if you want to use 4 medium tiles you'll have to hack your device and deploy the registry editor but this is definitely not the best possible place to talk about such things...

I downloaded an app from the store called tilemaker, I believe there are many more, that creates a gap tile with no actions. Create as many as you want and then just turn the transparency slider in the personalization settings all the way down.

I cant see transparency in the empty tiles app?, still has the black line between tiles.

Be sure to select Full screen picture option under the Choose Style section in the Start settings.
