If you think what I think (and that is to allow an app to read your notifications from the notification center), then I don't think it's possible. And I also don't think it's comming.

There is an api, but it is open only to apps specifically approved by Microsoft (e.g. the Microsoft Health app which shows notifications on you Microsoft Band, or the Device Hub app for Lumias that lets your wireless charger flash when you get a notification).
