My feeling is that W10M will be rolled out when the upgrade mechanism is robust enough to handle 99% of the issues that users may encounter when upgrading. By this I mean it will help them back up their data, initiate a hard reset if the user agrees, and then do the upgrade install. It needs to be scripted in such a way that those users of Windows 8/8.1 devices who don't even know that these forums exist will have their hand held though the entire process. This is not to say that the resulting OS install will be almost perfect, because we're pretty sure it won't be. It's just that they need to take every step to eliminate the possibility of bricking a device during the upgrade.

When will this be ready? Only Microsoft knows for sure. We've tested the OS pretty extensively, but I don't think there's been much public testing of an automated upgrade mechanism outside of the Windows Insider app.
