Constant Wi-Fi Usage

640 running 586 , the wifi icon on my screen is always displaying the arrow. It's really beginning to irritate me because I don't know what is going on in the background. At first I thought it was the photos app because I just got the phone and were moving across all my photos. I thought they were syncing.

Wrong.

I took all the photos off my phone and it's the same problem
I've tried soft resetting
I've turn off Edge sync
Turned off Sync My settings
Put on battery saveer

No matter what I do the arrow just sits there looking at me.... Taunting me... (unless i turn wifi off)

Is this normal in Windows 10 Mobile? Or is something going on in the background that I don't know about..

My hand/mind may be playing tricks on me but this is causing my device to get warm as well. Last night I turned off the wifi and let the phone settle. It cooled down. Put back on the wifi and then it started to get warm again.

P.S No sim card in this device.
 
Well. I decided to do a hard reset.

I did not set up my microsoft account. Skipped that step. Unticked all the options about sending diagnostics to microsoft, sending location blah blah blah.

And STILL

The arrow is still there.... Looking like it's doing something.... Any suggestions?
 
I have been using Windows 10 on my ATT 830 for a little over a week and it has been running better than 8.1 has, at least until a couple of days ago when I noticed the battery life had dropped significantly and the phone was warm. I usually don't have wifi on and just use cellular data. I noticed that my data icon was almost always displaying the arrow, I logged into ATT and checked my data usage and saw multiple entries of 130mb to 150mb blocks of data. I checked the data usage in settings on the phone and "OneDrive" and "System" were using large amounts of data. I turned on Wifi and started to notice the same thing. The OneDrive app does not show any uploads or downloads so I am not sure what it is doing. So far today "System" has downloaded 545mb on cell data. Still haven't figured out what is going on yet.
