OneNote Windows 10 Mobile version looks ever so slightly frustrating, why?

I checked out the 950 XL at the MS store now that it's on display again and noticed to my mild displeasure that OneNote had not improved at all: it's still a version that just a teeny bit lacks all the drawing and handwriting functions that the Android (and iPhone I presume) version has had for a long time. I'm most politely wondering if anyone knows the explanation to this conundrum? It's eluding my imagination somewhat fierce.
