keep getting message about needing to restart

"Your phones settings or sim card have changed. Please restart to complete installation"

My phone has been restarted a number of times, including earlier today after an update. Anyone seen this before?

Someone I know with a 950XL on T-Mobile had this happen multiple times today. But I haven't seen it on my 950, also on T-Mobile.
