please help me to recovery windows 8.1

My Nokia 620 was bricked tried all the possible ways like windows software recovery tool etc to wake up . But nothing happened. I took it to Microsoft care and they tried to recover the phone. At last they said that the phone was not receiving the OS and have to send it to head office and it costs me 3000/-
