Night dim feature

Is there a 'night dim' feature in W10M? or do we have any apps for that in 8.1 and 10?

Nope.

You can:

Turn down brightness in brightness profile and use the Low settings.
Battery Saver.
Change color temperature to warmest settings
use an app that includes such a mode like UC browser.
