Windows Device Recovery Tool says Lumia 521 is up to date on Win 10?

Hello All,
I opened up the Windows Device Recovery tool to see what the latest software was for the Lumia 521. When I opened the tool it says I already have the latest software.
Now here's the thing. It was or has been on the fast insider update, but I've been able to roll it back to Windows 8.1 in the past using this tool.

Am I reading it incorrectly for the version e.g. just because the software and firmware version says 3058.50000.1439.0042. I want to assume this has no baring on Windows 10 at all. The phone is still in the fast ring. I've uploaded a screenshot of the phone as well. I just need to know what my phone is saying versus what is the correct information:

I'm wondering if the firmware and software have nothing to do with Windows 10 at all. Let me know. Maybe I'm hopping to conclusions.

I removed the IMEI number as I've read in other threads.



I'm restoring it back just to see what happens when I use the WDRT and see if it puts me back on 8.1 Cyan.

Survey says.... (its still booting).... ok 5 min its still finishing apps... the answer is NO. The WDRT software version has no baring whatsoever on OS version. That makes sense. Mods you can delete this thread.
