Where is W10M?

It's alright to delay it. But why spread false rumours about the launch dates. It was supposed to be released on 29 Feb right? Microsoft should have at least released some mid range Windows 10 smartphones like 850 or 750. That way, the people with older Lumias can upgrade. 650 is on the lower side and 950 is too premium. What are the options for people with 730 or 830?

Lumia 650 XL with S617 processor, 1080p resolution and 13MP+ which was speculated as a Lumia 850 at first and then as 650 XL model, would have been really nice release as a midrange.

Its still a year old device with an older OS by default. The truth is that Microsoft wants other OEMs to make win phones and hence is cancelling the lumias like 750 and 850. That's bad.
