Windows Mobile 10 - Cannot turn on apps that can access Contacts in Settings

I installed Windows Mobile 10 today on a Lumia 640. I attempted to send a text and received the following message:

"Can't open Messaging
Before we can open the Messaging app, you'll need to go to Settings > Privacy > Contacts and turn on messaging."

So I went to Settings > Privacy > Contacts like a good little monkey

When I went to Settings > Privacy > Contacts I could not slide any of the settings to ON and all apps are marked OFF. So no app has access to contacts. My problem isn't only messaging, but that no app has access to contacts. How can I change the settings if everything is grayed out?

The options are grayed out.
