Pantel tenta T-Pad: Is it Windows Phone 10 OS or Windows 10 as PC os ?

Lumia Devices too has Windows 10 OS, But not as PC OS or doesn't Execute .exe files. So if someone could tell me, I would be grateful.

It has an Intel Atom processor so it cannot be Windows 10 Mobile, that requires ARM.
