Find Friends, Squad Watch, great apps but single platform. Any multiplatform not operated by the cellular providers?

Yes. Try Life360 (sometimes also known as Family Life360). This is cross-platform; works on Windows Phone, iOS and Android. Check it out and see if it suits your needs.

Another one is coming : "Sentinelle" ( not sure about the English tho ), actually built as an UWP app, the dev said it'll come for iOS and ANdroid thanks to Xamarin.

Give Simple Latitude a try. I just installed it on W10M and Android and it seems to work well so far. Life365 stopped working on one of our W10M devices (it disappeared and can't find it in Store either).
