Brightness level fluctuates

Despite setting my brightness to high and sunlight readability turned off, the brightness on my 640 running 14393.103 constantly fluctuates up and down when I'm outside, but in the shade. And it's usually too dark, even with the sliders all the way to the right for all settings in the brightness profile. Any ideas?

do you have any screen protector installed? They can sometimes give issues with the light sensor
