Not getting new hardware is hardly a dead OS. The OS receives consistent ongoing improvement. No new hardware just means there is no new hardware and so long as we get an Anniversary Update, it is still alive. It may be the case that it is not a priority right now in terms of market share, retrenchment means take a look and do what is most important first and that is making sure your product gets the most uptake at the least cost and gain customer loyalty. The mobile phone market is heavily defended by those that currently own it. Building on what is working and then leveraging off that is good sense. Of course you could choose new hardware on another IOS. Next model, no headset jack, model after that new colour, model after that different shape. At the end of the day it is the OS itself that is the new phone don't you think.
