Multiple MS accounts sharing store app purchases?

Is this even possible? I know when WP7 was introduced, you had to sign into all of your devices with the same account in order to get the same apps and not purchase them repeatedly. Has that changed since WP7 so that a family can share apps without needing to rebuy them as long as they stay under the # of devices limit? I'd love to switch my wife's phone over to something that's just for her and regain the ability to back up my own text messages without them "restoring" to her phone (and vice versa).

If it's possible - any links showing how to accomplish that?

Nothing has changed.
It is hard enough for developers to maintain their apps. They need to get paid for their work. Get her an account.
