You can not run X86 applications on Windows Mobile or Windows Phone as of yet since there are no phone available to consumers capable of running full windows under emulation.

Your best bet now is to use remote desktop or use a phone like the elite x3 in continuum and use HP's Virtual emulation environment.

Windows on ARM is supposedly going to be released with the next update - the Fall Creators Update.

Windows 10 on Arm is going to run X86 from a phone like device, a device that does not exist as of yet. Microsoft has already stated the phones we have will not be upgraded, even though I'm of the belief Idol 4S, Lumia 950 and 950 XL, Elite X3 could handle this.......I am going to holdout hope it may come to pass after the guys over at XDA take a crack at it.

As of right now HP Elite X3can access X86 apps like Chrome by using the web portal Workspace. This requires the phone to be docked or attached to a big screen, and the apps run on the web and not on the phone.
