No Chit-Chat on my cortana

Every time I say a pre-setted command, like who's your creator? what's the best phone? tell me a joke? Cortana directs me to the Bing Search...Anyone have any idea why?

"tell me a joke" (e.g. "The past, the present and the future walked into a bar. It was tense.") and the others work for me. What happens when you say "what can you do?"? Should bring up a list of various options.

One thing (this happened to me initially) was that I didn't have the language settings exactly matching (I had the voice as English (United Kingdom)). In that case I didn't get Cortana at all, though the screen design was similar. All settings are matching now and it's working great. Mostly...

I had the same problem until I restored my phone to factory settings. Then she worked like a charm.
The restore went back to 8.1 so I didn't have to reinstall 8.1 Also I chose the option to restore my setting so all apps were reinstalled. The only thing I lost was my photos in camera roll but I have them saved in one drive.
