Cortana has a user age requirement?

I updated my 12 year old daughter's phone yesterday to 8.1. To my suprise, Cortana won't work. It says that she is not old enough to use Cortana. Any idea where those settings are coming from? I have her computer (which she logs in using her MS account) in Family Safety, but there is really only one phone setting that comes into play. She is really disappointed, since she was looking forward to a Siri/Cortana smack down at school today (I would say "aren't kids silly", but isn't that exactly what we all did at work today?) Any help would be great. Thanks....
