This is to provide more detail into what's causing the "Cortana over Wifi" issues that others have pointed out. If you're a TWC customer and you have Bing or Google as your default search provider and you attempt to run a search through the address bar, you will notice that TWC redirects you to dnsrsearch.com which is their Yahoo search provider. This is the cause of the issue since Cortana relies heavily on Bing for info that's not on your phone. This is why changing your DNS servers resolves the issue.

I just thought I'd provide more insight into why this issue was happening and that it's not a bug within Cortana. However, it's very disturbing that an ISP can hijack your traffic and redirect it to whatever the hell they want to. Unfortunately, I'm staying with my inlaws in NY and they have a combo modem/router that doesn't allow you to change the DNS servers when in a DHCP configuration, so I have to be on 4G to mess with Cortana.
