Processor requirements for "full" Windows 10 for phone

Hey guys, has it been announced what the processor needs to be for full Windows 10 on the phone?

1. We don't know what "full" means. As of now, its all the same I think so I don't think we can really say.

2. To date the only things tied to the processor are fancier features like 4K and "Hey Cortana."
Also there's more factors at play like screen resolution/size, age, amount of RAM onboard...

but if you're looking for the best experience, can't go wrong with one of the best devices. although it'll cost.
