I have a application which has webkit css styles when i am building windows 8.1 native application the layouts are rendering badly the reason is that windows8.1 does not supports webkit natively. So i am expecting widows10 would support webkit natively but i am not sure please confirm.

OSes don't support HTML rendering. If anything does, it's the internet browser. IE uses the same rendering engine it always has, but Edge will use a rendering engine that adopts many of WebKit's conventions. It will not be 100% WebKit compatible however.
The correct solution would be to create standard compliant web pages, rather than submitting to one specific rendering engine, particularly the engine that is least interested in standards compliance.
