Well.. They said Windows 10 apps were rewritten to be universal app. So i don't thing so

I think many will, but some may make use of 10-only features.

Windows 8/8.1 apps should work with Windows 10.

A totally Windows 10 apps "maybe" should work with Windows 8/8.1 (but without a dev magic on it, they can't guarantee and maybe won't work properly). Also Windows 10 has it's own Store now (that's why you can't see the new Mail & Calendar app on thw Windows 8.1 Store).
