Windows 10 won't install on SP3 beause 'CPU isn't supported'

Get Windows 10 box says:
'This PC can't run Windows 10'
It doesn't meet the system requirements.

I am a bit surprised a relatively new Windows device won't upgrade. I am not a fan of 8.1, has anyone any suggestions? I can understand Win7 might lose some features, but it seems a better solution... TIA for any help.

I had this issue on my girlfriend's Inspiron and the culprit was that one Windows 8.1 update released a year ago that failed for about half of the install base. Took me hours of trying workarounds before it installed and then let me upgrade. I forgot which KB it was.
