I have no such folder path, either under my name (no AppData) or Admin (which does but no such Local folder) - I'd love to use the Windows Store, sigh.

Thanks a lot, but i already tried that and it only worked the first time, afterwards the same error appears again and again, no matter how many times I go to that Local cache folder and erase all the folders and files in it. And as I already said, the changing time zone wont work.

Heyyy i solved this problem by activating Windows Update Services. Maybe your windows update is disabled. Follo these steps:

    1. Press start button or windows button + r or just search run and click it
    2. Then type services and press enter
    3. Look for windows Update right click and select properties
    4. then in startup type select automatic
    5. click on apply then you should be able to start the service

once you enabled windows update the app store is back on!!

PD: if you can`t open services with run tool (my situation -.-)
then just search services or you could seacrh administrative tools and then services.

    hope it works

Try all the above listed methods first and if none of them work, try this one.

Open powershell as an administrator (hit windows key, type 'powershell', right click on the result and click run as admin).

Copy and paste the following command in the powershell and hit 'enter'.

    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Let it do its thing for a few minutes. Once complete, try opening the store again.

I did. It didn't stay open again. I am tried of trying scary fixes I fear will break other things, here and at the MS answers forums. I'm hoping this is a pervasive enough issue they will do a FIX - or at least a statement. If anyone finds a story on the Web POST-launch (not earlier builds) that addresses the issue please advise. Otherwise I guess I'm just fine with not downloading more Win10 apps, as long as update is working - and it appears so - I will focus on my work and the parts of Win10 that are working!

For me on Windows 10 mobile, I click on the store, the blue loading screen comes but then it crashes -- even after multiple soft resets.

deleting the folder in the local cache folder worked for me. Note that you have to change the user_name in the address to your user name for the account.

    C:\Users\user_name\AppData\Local\Packages\Microsoft.WindowsStore_8wekyb3d8bbwe\LocalCache

    This solution really works
Its suitable for PC and not tried it on mobile yet
    Steps:
    1. Go to Date & Time display, click on it (In right side down corner)
    2. Click on Date & Time Settings
    3. Under Date & Time, Change Time Zone to your location time zone.
    4. "Set automatically" option to Off and change to On.
    5. Now open Win Store problem is solved. And now you are done

Maybe there's a network problem. I know that some networks block certain sites and the Store servers might be included.

Pleased to say Store started working tonight! Without any more "funky fix" attempts;-) Grabbed apps, everything. I'm thinking MS was having issues and they have been working to resolve them. Hope it starts working for others too!
