I have a Lenovo Yoga Tablet 2-1051F running Windows 10. I have a number of modern apps that refuse to open unless I am actively connected to the internet. Desktop (or legacy) apps open fine in airplane mode, but anything downloaded from the Windows Store will not. This even includes built-in apps such as calculator (?).

    So far, I have tried:

    1. running "sfc /scannow" in Command Prompt
    2. running "WSReset.exe"
    3. updating all drivers from lenovo

I also spent the better part of yesterday afternoon chatting with Contact Support, who at various points told me that the tablet was designed to work that way (um, no), that no Windows apps will open without internet connection (false), or simply ended the chat when it seemed like they were in over their heads.

has anyone else noticed this problem? I have tried to recreate it on my desktop (also running Windows 10) by unplugging my ethernet cable and then opening various apps, and it functions as expected - they will open and perform everything normally, unless specifically needing the internet.

Don't get me wrong, I understand that certain apps require Internet Access (Hulu or Netflix come to mind). However, for even calculator to not open without internet seems wrong.

I have the exact same problem on an HP Spectre x360!

I actually had the apps working without internet connection for about 5 days after buying the computer... but then.. poof. Something, somewhere changed. I can repeat this with most of the app store apps (a few indie apps seem to work fine either way)....

Here's what I've come up with so far: A lot of these apps, when first launched, go out to the internet to check some sort of app licensing. I *think* those app licenses are really supposed to be cached locally but something gets out of sync and they arent written to the local drive. Apparently in Windows 8.1 there was a way to sync app licenses but I haven't figured out how to force anything in Windows 10 yet... can't even find out where they are kept.

I've tried all the same things you have with multiple re-installs and reboots. I'm thinking a full wipe and re-install might be required at this point. Not fun.

I have found a way to "trick" some of these apps into running which backs up my idea of a licence being stored online and not locally. I can connect to the internet through my phone, start an app, and then close the internet connection and the app will usually run fine. It's only that initial 1 second of start up that it needs to "check" for something....

We can't be the only two people on the internet with this problem, but it seems to be rare (or no one else is using their computers out of wifi range)...

I'm on the same boat as you guys. It seemed to follow the same pattern. It worked for about 5 days with no issues and today ( 5 days after) I cannot connect to any of the windows apps ( calendar, Mail, Store) and some of the games that have been working just fine with out any connection.
I got this Surface (pro 3 ) Tablet because I travel a lot any needed something light and reliable. Has any one contacted the Microsoft help desk?

Same here. Even the Calendar app that ships with Win 10 can't open, which is pretty stupid.

I am on a Asus t300 chi. Given even that the Surface is having this problem, this is a Windows issue.

Still no fix? I also have the exact same problem. One app that used to crash no longer crashes anymore. Guessing it cached the license or whatever.

    Hi,

I've the same problem with an ACER switch 10 I've bought for my daughter. I've no solution but have extra information that could help someone else to find the root cause and a solution.

Each time an application refuses to open, giving a file system error 2143326205 or no notification at all, an error DCOM 317 is generated in the system log. Here is one of those messages (sorry, my Win10 is in French) :

Impossible de dmarrer un serveur DCOM : App en tant que Non disponible/Non disponible. Lerreur
    317
sest produite lors du dmarrage de la commande :
