Why can't I save to the C drive (Documents)?

Cannot save to C drive (Documents)

I installed Win10 recently on my PC.

When I try to save to local C drive (Documents) I get an error:

"SAVE AS
You don't have permission to modify files in this network location.
Contact the administrator per [sic] permission to make these changes."

I have looked at the C drive and can see no obvious issues, e.g. 'read only' is not set.

Either the problem has changed a little, or I'm closer to understanding what the issue is!

I'm trying to use SyncToy to sync content from my USB flash drive to a folder on C drive.
It is generating error 0x80070005. When I check properties of folder(s) on C drive that SyncToy is trying to write to, main folder and sub-folder are Read-only. So I change the attribute, which appears to work, and I try SyncToy again. Same issue. Check properties - still Read-only!

Any suggestions?
