Is this the problem that you can't use the keypad to enter the PIN at login, only the numbers along the top of the keyboard? I went from Win 7 to 10 on my desktop PC so can't comment on Win 8 behaviour.

Num lock's behavior can't be controlled from most BIOS
But NumLock is off on the login screen off Win10. That's some kind of security related thing, I really would like to turn off this 'feature'

I have the same exact issue, though I'm fairly sure I didn't have the problem with Windows 8.

I haven't had time to mess around with it, but the only "fixes" I found online required registry edits and, while that isn't hard, there's gotta be a better way... Especially with the heavy push for PIN use in W10...

The problem seems to be with the Fast Startup in Windows 10. If it is disabled, the num lock remains on when doing a start up. However, the start up takes significantly longer. It is much faster to manually turn the num lock on before you enter the pin. This is one more thing that Microsoft should fix.
