Why is my Fan at Full Speed since Windows 10 upgrade?

Fan at Full Speed since Windows 10 upgrade

It works fine in diagnostic mode but full speed in regular windows

Check the task manager for services taking up cpu power. It happens on my computer too. I just "end task" that service and everything goes back to normal.
I am not an expert, so you will have to judge for yourself if its safe to kill that process.

I use the kill option only when windows starts to stutter, and usually during this time my cpu or disk resource being used is around 60%.

Have you tried any 3rd party software to monitor and change fan speeds? "Speedfan" works well. It will also give you temperatures, which, could be high and why your fans are running at full speed.

Check your OEM for any updates since 10 released.
