Update on February is the second phase for the next set of devices. The first set of devices like 430, 435, 640,640xl ,830,950,950xl qualify the December update. The rest of the devices on february

It explicitly states that availability may vary by OEM and carrier. That means there is no set date where anybody can expect anything... Some people will get it earlier, some later.

Carriers don't control updates in India, there are no carrier locked devices here.. Btw..ssomeone has posted in forums that the update has started rolling out for L640 in europe... Can anyone confirm this..?

I'm not too sure why Lumia India posted that
Here in India, updates are not carrier dependent...
For my previous comment, please take that for devices which get direct updates from Microsoft(not carrier dependent)... Sorry for the trouble
