How can I create a recovery drive?

Can't create recovery drive.

Trying to run create recovery (USB) drive results in a can't create recovery error, deselecting include system files allows for creation of media but apparently this means I won't be able to use it to reinstall Windows 10 or restore from an image backup.
Full error message:
"We can't create a recovery drive" with the added info "A problem occurred while creating the recovery drive".
I don't get to the screen to select the USB flash drive. I have a 64 GB formatted USB drive installed.
So far I have tried another USB drive & run SFC. I have also created a Windows 10 restore disc & a full Win 10 install disc but would like to have a recovery drive.
Laptop is HP Pavillion DV9850, original OS Vista, upgraded to Win 8, then 8.1 now 10 & fully upto date, no recovery partition. I do wonder if that's why there's an error as there's nothing to copy the system files from other than the OS.
Any suggestions gratefully received.
