Paid for an App shows up under my purchased apps, but still tells me I need to pay for

If you don't have any credits on the account you could go ahead and see what happens? or add a different payment method? I had this with some paid apps that we can get for free from time to time.. Another option is to take up contact with the dev and explain the situation to him/her
