Download the Windows Insider app and you will get it. If you are referring to the full consumer release, not sure.

Yes, W10M is almost certainly going to eventually be released to newer devices, especially Lumia's. If not, you can always use the Windows insider app. However, if you use the insider app now, be aware that W10M is still very much in beta form.
