isn't cortana available as alpha in windows 10 mobile?

hi folks! am from india and i used to have cortana as an alpha when i select uk english in my speech settings on wp8.1

I recently upgraded to windows mobile build 10536 and downloaded the additional language pack UK. when I select UK in my speech setting Cortana does not get activated.

Works fine on my 930 after setting region to UK and downloading UK speech lanuage...

but as i remember we don't have to change the region just the speech settings. it used to work fine in wp8.1
