    From the recent major update to 10586 for windows on pc, one of the features added was "find my device".

    I'm wondering how this will work considering most laptops or desktops do not have gps.

    Additionally, if it does work, will it work in case someone does a hard reset or wipes your account settings off? For Windows phone the feature was mostly useless since any thief who stole your phone would just remove the SIM card and render "find my device" useless.

    I believe it uses network to locate the device and based on my experience its pretty accurate.

    Yes
    Internet. Pretty accurate based on my experience unless you have mobile (GSM, 3G, LTE) connection that might show your device totally elsewhere.
