Notifications for email not working in Windows mobile 10586.11

I updated from 8.1 and email notifications broke so I rolled back and they were still broken. I updated to 10 again then I hard reset clean (no restore from backup) and they are still broken. It's as if there's a setting in the cloud now that I am missing. Has anyone also seen this?

I am using a Lumia 640

Just curious what is your email client app version? Is it 17.6419.42012.0?? Reason I asking is because I'm seeing an older versions for the Calendar and Store apps on 640 XL. My 1520 which was updated to 10586 is having higher app versions. Weird.

Once the 10586 update was complete I had 30+ apps update themselves and all Office apps were included in those updates. My Outlook is now 17.6419.4212.0
