I often see in the notification tray that something is accessing location even though I am not actively using any apps. Can anything other than "apps" access location? The only app I have that has permission to access location in the "Location and Privacy Settings" menu is Cortana.

That will mostly be triggered by cortana, because of the "locations based reminders" function or even to update weather info or traffic info

This was my thought, but does Cortana do this often? I don't often open Cortana.

Yes she does, not sure how often, but maybe 3 to 4 times a day.. (Never counted tho)

Cortana, Search, and privacy: FAQ - Microsoft Windows check "how often does cortana check location"

It's still vague tho, but MS is stressing that she needs to check in every now and then
