red circle with cross next to monitor what is this

Can not log in to windows 10 can not access touch screen. Icons showing bottom right side of screen appear to be a monitor with a red circle with cross inside. A broken circle with arrows at 3 o'clock and what appears to be a of switch. All these are frozen!.can any body help thanks ken
