How to turn off "message failed to send notification"

So I have some pretty crummy service in my house and I get the notification often that my messages failed to send. So much so that if I try one text and it fails, my phone gives me three notifications in a row about it. It's really annoying and I can't figure out how to turn it off. I could have sworn you had the option on 8.1? Maybe?
