I keep getting this error. Can you help me fix this

Also my computer won't shut down completely even with the fast shut down turned off as well. This has been going on since my driver updates last week.

GRRRRRR just got my Surface Pro 3 and this is bugging the hell out of me. I can't install any app I have previously installed on any other device. Even free apps like Sway. Any app that shows I own it, and can install it, will not install. I can install NEW apps. And some paid apps I seem to have been able to install (Tweetium) I have tried every approach I have found, including those below. Please. There MUST be a way around this.
