Tombstoning not working properly?

I recently tried W10 again on my less serious tablet to see how touch was coming along. I was concerned when I noticed that when I swipe to switch tasks, all apps seem to be running in the background, doing whatever, because I can see the activity in the live thumbnail. This is a pretty bad thing on tablets and laptops because they suck the battery power, and they are supposed to be 'frozen' using Tombstoning to avoid high battery drain. This worked fine in Windows 8. Now, if I check, these are apps that don't even always have an entry listed under 'Background apps' and switching off the background app option for those that do does not seem to affect this.

Is this a general bug, or is there something wrong with my install? What are you folks seeing?
