Which version of windows 10 do you have - home or pro?
secondly are you using an insider build?

Also if you want to keep track of created threads, click on the "my threads at top left corner".

1) Right click the start menu button
2) click on run
3) type in gpedit.msc and press enter
4) the local group policy editor will open
5) under computer configuration you will see administrative templates


6)double click on "administrative templates" and click on "start menu and task bar" in the folder tree or click on the pane on the right


7)open "start layout"


8) Make sure not configured is selected and click okay.

9) Log off or reboot to apply changes and check your settings again.
