What is function with your Dell? Can you use it a hub for all kind of devices?

Tried connecting my surface pro 3 to the display dock, USB to USB-C cable. Surface does recognizes the dock, however gives the error I'm using the wrong cable.

USB Keyboard and Mouse plus monitor and sound out of monitor. That's all I've needed it for.

I can't run 2 screens, its either mirrored or turn the laptop monitor off.

You need special sort of USB-A to USB-C cable support peer -to-peer sync instead of regular ones, most likely those don't exist, you might need to make one yourself, however I have no idea how myself. And regular usb-A to USB -C cables are all host-to-client as USB-A always act as host..
But for Dell XPS 13 does have USB-C port for etension and thunderbolt 3, so it would make sense it works.
